Brief them either way
Use the message to tribes to say which it is. "Add your own opening times, keep the offer wording exactly" is a useful instruction; a locked post with no explanation just makes tribes feel managed.

Lock the offer and let them add a line. Most networks find that gets both the consistency head office wants and the local flavour that actually gets engagement.
