Recipients come from four independent sources. Tick as many as you like — anybody appearing in more than one gets a single copy.

The reason somebody did not get it
The other reasons are more obvious: no email address at all, or belonging to a tribe that is not active.
Contact lists give you the most control
Sending to all team members is easy and blunt. Building a contact list in your Organisation Chart — by role, department or group — lets you send an operations bulletin to managers without it reaching every part-time staff member. Check the list before the first send.
Tribe notification addresses
Sending to all team members also includes each tribe's notification email, addressed to the tribe name rather than a person. That is deliberate — it reaches tribes where nobody is individually recorded.
Check before you send
Use Send a test digest to mail yourself a copy. A test builds the real thing without marking any content as used, so you can send as many as you like.
